Reinstating of banned members

Admin & Mods have been voted in by the members and a responsibility they assumed was to create the constitution for Worldstocks. This has been done, and it seems, quite thoroughly.
However, in the wake of the JR kerfuffle a question lingers I feel "who gets to decide on the reversal of a ban?"
Might I suggest that given the hightened level of members emotions in this issue that the constitution be amended with the following...............
"In the event of a banned member being proposed by another member/admin or moderator for reinstatement of their Worldstock membership rights, that a forum-wide vote is taken to decide the ultimate decision."
It just seems to be the fairest way to proceed in instances such as this.
