By comparison, jackhammers (sometimes called pneumatic drills or demolition hammers) make quick work of even really hard surfaces like highways, patios and rock walls. That doesn't mean jackhammers are easy to use. They tend to be unwieldy, with some weighing nearly 100 pounds (45 kilograms), meaning that safe operation requires a user with some muscle. In spite of the challenges of using jackhammers, these tools really are necessary for all sorts of major projects. And even though they perform a straightforward and brutal task, modern jackhammers are thoroughly evolved and refined machines with a long history. Keep reading and you'll see just how jackhammers came to be. Machines and power tools of all kinds made labor easier and less physically taxing. But men working in mines and quarries still had to work with pickaxes and shovels, cussing their way through the day. Brawn just wasn't enough for these exhausting jobs. What these laborers really needed was a more powerful way to break through rock to reveal minerals or release stones for construction.|The Analysis Career Field consists of six career specialties. The complex of St. Sophia, built in the 11th century, stands out from the list as the symbol of Ukrainian spiritual life, and St. Vladimir's Cathedral and St. Andrew's Church are perhaps the city's most beautiful temples. To the north of the capital there is the ancient city of Chernihiv, known for its historical and cultural monuments. Especially notable attractions are Pyatnitskaya church, Lyzogub House, Yeletsky and Trinity Monasteries as well as the caves inhabited by the people in the 11th century. Dnepropetrovsk is one of the largest cities in the country. The local sights include the Potemkin's Palace, St. Nicholas Church, a few art and historical museums. Cathedral of the Transfiguration has a high architectural and cultural value, and it reflects the traditions and techniques of the Russian classical school during its heyday. Odessa is one of the most picturesque cities in Ukraine. Odessa is an attraction in itself, but be sure to visit the famous Privoz Market and Deribasovskaya Street, Opera and Ballet Theatre and the Potemkin Stairs; Primorsky Boulevard and a semi-circular square with the monument to Duke de Richelieu. The best palaces in the city are Vorontsov, Potocki and Naryshkin Palaces. Transcarpathia is widely known for the country's best resorts. It is a fantastically beautiful region of picturesque mountains, medieval castles, forests, mountain rivers, lakes, and springs. The famous resorts of Truskavets, Morshyn, Mirgorod, Kvasy, Shayan, and Svalyava, as well as a lot of nature reserves such as the Carpathian Biosphere Reserve, the National Park "Sinevir" and others boost the region's value also adding a unique flavor to the gorgeous Ukraine.
The "Bruce Jenner" (shown here) was rejected as too tame. For the design team working on the 1994 Ford Mustang, funding was limited and time was tight. Recalling earlier Mustangs, initial SN95 styling concepts did not "clinic" well, being "too smooth, too clean and friendly, too nice," according to project design manager Bud Magaldi. After much further work, the choice came down to three proposals presented for executive review in the autumn of 1990. All carried the desired "retro" signatures: a running steed in the grille, simulated side scoops ahead of the rear wheels, triple-element taillamps, and, of course, long-hood/short-deck proportions. The differences were mainly of degree. The tamest was the "Bruce Jenner," described as a "trim, athletic" design that nevertheless scored low as looking too "soft." At the other extreme was "Rambo," an aggressive, exaggerated interpretation that struck most people as looking too mean. This left the in-between "Arnold Schwarzenegger" to win the day.|Financial markets around the world wobbled on Tuesday in the wake of the Russian actions and the response from Western governments. In the United States, the news pushed stocks lower, leaving the S&P 500 in correction territory, more than 10 percent below its January peak. Oil prices, which had risen to nearly $100 a barrel in anticipation of a global disruption, settled at $96.84 a barrel, up 1.5 percent. Mr. Biden and his counterparts in Germany, England and other European nations described the package of global sanctions as severe. They include financial directives by the United States to deny Russia the ability to borrow money in Western markets and to block financial transactions by two banks and the families of three wealthy Russian elites. Chancellor Olaf Scholz of Germany put the Nord Stream 2 gas pipeline on hold. The $11 billion conduit from Russia to Germany - completed but not yet operational - is crucial to Moscow’s plans to increase energy sales to Europe. European Union foreign ministers and the British government approved sanctions against legislators in Moscow who voted to authorize the use of force, as well as Russian elites, companies and organizations. “It will hurt a lot,” said the E.U. Mr. Biden and his counterparts have said they must balance the need to take swift and severe action with preserving the possibility of even greater sanctions on Russia if Mr. Putin escalates the conflict by trying to seize more territory claimed by the separatists, or even the entire country - a war that could kill tens of thousands of people. European leaders also vowed to get tougher if Mr. Putin’s forces continued to advance.
The meeting came amid fears in the West that tensions between Russia. Ukraine could spill over into armed conflict. On Thursday, the U.S. Kremlin of an elaborate plot to fabricate an attack by Ukrainian forces that Russia could use as a pretext to take military action against its neighbor. By Ken Moritsugu in Beijing. Diplomatic moves to ease the crisis are set to continue next week when French President Emmanuel Macron heads to Moscow and Kyiv for talks. Macron is following a French tradition of striking a separate path from the United States in geopolitics, as well as trying to make his own mark on this crisis and defend Europe’s interests. Macron spoke by phone to U.S. President Joe Biden on Wednesday to update Washington on his diplomatic push. While France is a major player in NATO and is moving troops to Romania as part of the alliance’s preparation for possible Russian action, Macron has also been actively pushing for dialogue with Putin and has spoken to him several times in recent weeks. The two will hold a one-on-one meeting Monday, Macron’s office said Friday. By Angela Charlton in Paris. Macron is not the only European leader heading east. German Chancellor Olaf Scholz will visit Ukraine and Russia in mid-February, adding to diplomatic efforts to resolve the crisis centering on Russian troops massed near Ukraine’s borders.
The latter converts the tedious and heuristic task of encoder optimization into a data-driven learning problem. As a result, the inference process of optimized learned image/video encoders is faster than traditional R-D optimization of image and video encoders. In this work, we propose a novel learned hierarchical bi-directional video compression (LHBDC) framework that combines the advantages of traditional hierarchical bi-directional MC with data-driven end-to-end R-D optimization. We introduce innovations, such as flow-field subsampling, flow-vector prediction, learned bi-directional MC masking, which we show, by means of ablation studies, that each contributes to the superior performance of our method. Our extensive experimental results demonstrate we achieve the best R-D results that are reported for learned video codecs to date in both PSNR and MS-SSIM. In addition, the R-D performance of our end-to-end optimized codec outperforms those of both x265 and SVT-HEVC encoders (“veryslow” preset) in PSNR and MS-SSIM as well as HM 16.23 reference software in MS-SSIM.
