A car bombing Friday in the city of Donetsk also sharpened the sense of alarm. With an estimated 150,000 Russian troops now posted around Ukraine’s borders, the long-simmering separatist conflict could provide the spark for a broader attack. Ukraine’s military said shelling killed a soldier Saturday in the government-held part of the Donetsk region and that separatist forces were placing artillery in residential areas to try and provoke a response. On Friday, the rebels began evacuating civilians to Russia with an announcement that appeared to be part of their and Moscow’s efforts to paint Ukraine as the aggressor. U.S. President Joe Biden said late Friday he was now “convinced” that Russian President Vladimir Putin has decided to invade Ukraine and assault the capital, Kyiv. Biden, who for weeks had said the U.S. Putin was determined to send troops into the neighboring country, cited American intelligence as the source of his ominous assessment. “As of this moment, I’m convinced he’s made the decision,” Biden said.

We extend the conventional per-shot encoding framework in the complexity dimension by introducing preset into the parameter space. We propose a hyperbolic RDT model. Perform rate-distortion-complexity analysis for per-shot encoding. Based on the RDT model proposed, we develop a method to optimize RD performance of representations in the specific complexity constraint. I. Preprocess: Perform a scene-cut detection algorithm on the video sequence. Split it into shots with no scene change. Convex hull encoding: Encode each shot with different encoding parameters, and calculate rescaled quality for each encoded version. All encoded versions are then filtered using the convex hull algorithm, and the less efficient versions will be dropped. Such an assembled whole video sequence is called a representation, and the average bitrates of multiple representations compose a bitrate ladder.
France are my tip to easily win this group, but to predict who will finish second is much harder. The other three teams are very evenly matched. They will all be confident that they can progress to the next stage. Here is my run down of the teams. France are one of the big favorites to lift the trophy in Paris on the 10th of July. They have home advantage, a good manager and a team full of talent. There are two big question marks in my mind. The first is that France was directly qualified as hosts. Therefore haven't played any competitive games since the world cup in Brazil. There is also a worry about how strong the team spirit in the French team is. They have a long history of infighting and this have been evident in past tournaments, you can't win unless everybody pulls in the same direction.
