For Ukraine, the situation was dire in the summer of 2014. With Russia’s unconventional offensive on the march in the Donbas, many worried about a full-scale invasion. Officials advised citizens in Ukraine’s capital city of Kyiv to use the city’s metro in case of a Russian aerial bombardment or artillery blitz.
