Treating back and neck pain with spinal traction is a practice that's been around for many years. As with many medical treatments, this method has evolved with technology, but the rationale and the effects remain the same. The goal of spinal traction is to pull the vertebrae apart from each other. The purpose is generally to create more space for nerves where they exit the spinal column or to relieve pressure on the cartilage disks between the bones or on the small spinal joints themselves. At lower intensities, it can also be used to stretch small spinal muscles. The unproven theory is that if the disks are pulled, they will regain hydration or have an influx of water. This would then make them more shock absorbent. What we do know is how much force of pull is needed to get certain areas of the spine to separate between segments. In the cervical spine (neck) it takes about 20-30 pounds of pull to achieve separation.
The rate of change has been ramped up even further in the 21st Century with the addition of online capabilities. Well in 2013 when the movie "Man of Steel" depicted Clark Kent's dad taking shelter from a tornado under - you guessed it - an overpass.|In this paper, we propose a framework named OCSampler to explore a compact yet effective video representation with one short clip for efficient video recognition. Recent works prefer to formulate frame sampling as a sequential decision task by selecting frames one by one according to their importance, while we present a new paradigm of learning instance-specific video condensation policies to select informative frames for representing the entire video only in a single step. Our basic motivation is that the efficient video recognition task lies in processing a whole sequence at once rather than picking up frames sequentially. Accordingly, these policies are derived from a light-weighted skim network together with a simple yet effective policy network within one step. Moreover, we extend the proposed method with a frame number budget, enabling the framework to produce correct predictions in high con?dence with as few frames as possible. Experiments on four benchmarks, i.e., ActivityNet, Mini-Kinetics, FCVID, Mini-Sports1M, demonstrate the effectiveness of our OCSampler over previous methods in terms of accuracy, theoretical computational expense, actual inference speed.
The decades-long frozen conflict in Moldova’s Transnistria region, a Russia-backed enclave that borders Ukraine, is also newly relevant as a potential hub of Russian military expansion. Moldova itself could even shatter, if Russia decides to add the region to any new territory it might seize from Ukraine. And whatever independence Belarus previously enjoyed has been effectively smothered by Russia’s embrace, with Belarusian dictator Aleksandr Lukashenko turning his country into an effective vassal state for Moscow. All the while, the Kremlin’s moves have created tension with key American partners in places like Germany, with Berlin and Washington at loggerheads about how to respond to Moscow’s aggression. Toss in new questions about how much countries like France or Hungary will support a unified opposition to Russia, and the trans-Atlantic alliance feels shakier than it’s been in decades. These developments - from Moscow’s calls to reverse security arrangements not seen in decades to the surge in potential state fractures elsewhere - all point in one, clear direction.
